This is a part of the original 13 zodiac stamp collection,yes there was originally 13 zodiac constellations and there still is just no one recognizes the 13th Ophiuchus (off-u-cas).
Even NASA recognizes that there are 13 and not 12.

I have never gotten a full explanation to why it was removed but there is a rumor that the 13th zodiac was a sign of Satan (It's know as the serpent bearer) and the Xions (Christians) did not deem it fit be be in the zodiac so it was removed and hoped it would be forgotten
